I'm on holiday at the moment so sorry for the short answer but I think 
what you want to do is photosSearch passing a "sort" parameter of 
"interesting-desc".

Actually, reading again, maybe you want the most popular tags on flickr? 
I'm not sure you can get that but you can call tagsGetListUserPopular to 
get the most popular tags for a given user,
