In essence, yeah.

It's not starting CIA1's Timer A yet (which is essential), and there
is no display yet so you don't see anything. But as far as i could
verify so far, the processor executes the boot sequence just fine.

It get's stuck somewhere in the Basic ROM, waiting for keypresses, i
think. I'm currently documenting the Basic boot sequence, to find out
what exactly it does there, to verify.
