"load the vector assets using swfmill"

That isn't actually correct (yet) is it?  I tried for days to get an svg
loaded into a swf with no luck.

you could try out asdt for as2 , runs fine under linux.
as for Photoshop and Flash8 IDE , you could use Gimp and inkscape, and
the  load the vector assets using swfmill.
