I'd urge keeping FP7 compatibility, unless it is creating lots of extra
work. As one example Flash Lite 2 is basically Flash 7 (*). As another
example I believe the gnash player is aiming for Flash 7 (being open
source means it could be embedded in other apps).

you contact me off-list, as I've loads of questions (and possibly a
small project).
