Yes you're right. There are two ways at looking at it. Talking about
it can generate (useful) publicity and provide direction on where the
project should head, but if no one does anything (code commits) then
it will remain just that -- talk.
I didn't intend to complain that people talk. I was complaining that
people talked and didn't do anything, which is a totally different
issue.
