[osflash] wait for frame

Hi,guys
   I found "ActionWaitForFrame" in flash file format spec.The description
about this is "Instructs Flash Player to wait until the specified frame;
otherwise skips the specified number of actions.".
  But I could not fully get what it means,and there is not any explanation
in flash 8.
  Can anybody help?
