I wouldn't be so sure... If you look at the flash player licence, it says
you can't reverse engineer it, create derivitive works based on it etc etc.
So really you will break the licence one way or another.
(btw, it says it is the flash license from the link and title, but it seems
to be for pdf. Hey, maybe that means there is no player licence ; ).
