[osflash] MTASC 1.13 Released

Thanks Nicolas, it's nice to see you are still supporting MTASC (even if
it's only bugfixes) and only shows your great commitment with the flash
community. MTASC was a big hit and couldn't just have been forgotten (and
AS2 is still widely used, too!). You rock dude!
