I narrowed this down. This works:
   flashplayer $PWD/test1.swf

but this complains about security:
   flashplayer test1.swf

Adding "." or "./" to allowed directories didn't work, but I'm usually
running flashplayer from a makefile so the above is a good enough
workaround most of the time.
