Hi Igor,
IMHO, once an flv is encoded, you can't recreate keyframe from frames.
Anyhow, only an encoder can do such a process, not flvtool2 which
only read the binary datas and create the metaddata at the beginning
of the flv.
Maybe mencoder or ffmpeg can re-encode your stream ?

For anyone :
Keyframe = full frame of data (seekable)
Frame = diposable frame, delta of the differences (not seekable)
Give it a try and tell us.
BTW, like JPEG, an already encoded video won't recover quality by
this mean.
Then only its weight will go up.
The best should be to get the original video (non compressed)
