[osflash] New Project Hosting Form

Man, I'm sorry about that, but I'm not sure where it is either. I know
that Aral Balkan or John Grden can probably hook you up though.

I also know that Aral is looking into updating this feature at some
point in the future. Setting up new projects on OSFlash has definitely
been an issue lately. I will be sure to talk with Aral in Brighton, UK
next week though to see if we can come up with a solution for this.
