sure ES4 spec is not final yet, but you can perfeclty see its progress
because there is a reference implementation dude!

also about proposals in ES4 you really get it wrong dude
proposals are not something that maybe not be specified in ES4
proposals do modify the spec and are listed for public review that can
be discussed in the ES4 list
