Yes, several ways - try FlashDevelop (free actionscript editor) and the
free Adobe Flex SDK compiler. Or try haXe - it's not actionscript, but
it's a similar language and compiles Flash files.  There are other
things out there too.

You don't have to buy Flash or Flex to do Flash or Flex development
anymore.
