Try and think of it this way:

Programs that can edit and compile fla's to swf's

   - Flash CS3 (there is a 30 day demo available).

Programs that can compile pure actionscript to swf's

   - Flash CS3
   - Flex
   - FlashDevelop
   - Swfmill
   - and other open source projects

In any of the programs that can generate .swf's, you can access the assets
in another generated swf by embedding them through actionscript. Here are
some related articles:

   - just Google "as3 embed swf asset" or something similar to find more
   info

I strongly recommend FlashDevelop if all you will be doing is writing
actionscript (including embedding assets like you want to do). If you need
to work on a timeline/storyboard, use Flash CS3. If you need to work with
the Flex components, use Flex (FlashDevelop can also use the Flex components
and mxml, but everything has to be done in code. You don't get a nice drag
n' drop like Flex has).

The bottom line is this: if you have an .fla, you need to use Flash CS3 to
compile to a swf before you can embed the assets from the swf in
FlashDevelop.

Hope this clears things up a bit,
