[Papervision3D] Collada Materials Not Loading

I posted this before from my home email.. and still haven't been able to come upon a solution.
I've been working on a new Backhoe Equipment Operator Training piece using PV3D and it works locally.  The collada file is loaded and materials are then loaded properly and displayed.

When I upload the project to the web it fails to load the materials and just sits there.

I've even added a custom recursive function to try and manually apply all the textures with no luck.
