[Papervision3D] How does open source work with PV3D?

Hi group,
I'm new to open source and would love to contribute to PV3D but am a
bit confused as to exactly how the process works.
Who is in control of Great White alpha, who contributes to it, is it
open to everyone to contribute to or are there only a few people (like
Carlos, Seb etc) who make changes?
I see bugs and little extras I'd like to contribute all the time, but
I feel like I'm stuck waiting for someone else to fix these problems.
I thought the point of open source was that everyone is free to
contribute, but I'm not sure how this works in reality, not
technically with SVN etc but who approves changes and so on.
Can anyone clarify for me?
