[Papervision3D] Help how scattering a plane

Here is the file  i got so far .. the problem with this file is i used 2 for
loops to spread them out and they are not spreaded properly and they get
compress as the z-depth get far. And also how do i fade them as they get far
away from the camera. The closer the higher transparency is just like the
sample url i sent.
