[Red5] fluctuating frame rates

Hi there, we're still in the midst of testing our live webcam streams, 
however for a particular connection located in australia streaming to a 
server in NY we are experiencing fluctuating video frame rates, the same 
settings are fine for a connection in san francisco. Basically what its 
doing is going from 1-8fps back to 0 every 3 or 4 seconds, we've tried 
everything, could there still be these kinds of issues on the server at 
all ?
