[Red5] live broadcasting on Ethernet

Hello,
I am looking for an open source solution to broadcast (TRUE BROADCAST NOT MULTICAST), in an Ethernet (Private Class A 10.x.x.x) network.
Will RED5 server the purpose.
The solution should be capable to broadcsat both recorded as well as live  video feeds ..
