[Red5] Can I do this with Red5?

You will have to digitize the DVD's first, and build your library in
some database and just send the flash player the filenames. Are you
after some kind of automation process. Ie rip DVD / digitize / encode
to flv / publish to server ?
I sent to the list a uploader servelet example which may be of use for
your server application end, it will upload the files via a web
browser into your playback directory, but you would most probably ftp
the files to the server.
So the windows server is the NAS file server with windows share
directories, and the linux server will run red5, and then you can
either use a symlink or the filenamegenerator bean to locate the
playback path to the files on the windows samba share.
