Depends what you want to do with h.264

Whatever you develop in Flash orFlex gets in the end compiled to a small
.swf file. That .swf file is embeeded in a HTML page and runed in Flash
Player. So it does not matter where you develop your application.
You can not encode live vp6 or h.264 video inside FP, just sorenson. Forlive
VP6 you can only use the 3 tools listedearlier in an email.
