[Red5] How do I get more keyframes per video?

Well I found on some blog post that setting quality and bitrate = 0 on the
camera would tell flash to use as much bandwidth as possible to keep the
necessary framerate. I thought this would make it easier to record a
constant framerate.

Could this be causing the issue especially with user using a poor
connection?
