[Red5] can't connect from other computers (ip's)

Are you sure that other services are accessible (other than red5) from other
computers like file sharing, ssh2 etc?

Inside webapps/test1/WEB-INF there should be a file "red5-web.properties",
How do the contents in that file look like?

Try by changing that file to
  webapp.contextPath=/test1
  webapp.virtualHosts=*
