I'm sorry this wasn't the problem, your question has already been 
answers on de Red5 mailing list,
You are using the JRE (runtime environment) instead of the JDK 
(development kit), you need to point to the JDK instead of the JRE 
because the JDK has the compiler.

Try continuing this conversation on Red5 and not on Red5devs, this 
mailling list is for the developers of Red5, right now its crossposted.
