[Red5devs] Frame dropping in live video

Hi,
I updated the PlayListSubscriberStream in the trunk with two changes
for live streaming:
- If no codec is available for keyframe generation, the playback waits
for the next keyframe that is received from the broadcaster.
=> fixes video garbage when connecting
- If a frame is dropped in live streaming, all future frames until the
next keyframe are dropped as well.
=> no video garbage after dropped frames
Therefore if bandwidth is configured for a connection and it's exceeded,
you still can see the video and it doesn't lag behind endlessly :)
John: Maybe you could add an option to the videoConference sample so
a participant can configure his desired max. downstream?
