[Red5devs] BW test code

The upload bandwidth check code is on the client side. If you have  
anything to add to it please do, there is issues calculating correctly  
over latency connections so 2MB+ if i connect to a close running  
server 30KM away (sydney) is 600K if i connect to a server in NY.
