this is because we are targeting mobile phones ((eg flashlite) which
is basically flash4.

this seems to be a big potential application for "server side flash" +
swfmill since flashlite will not support runtime loading of assets for
awhile yet.

I did swf2xml and then back xml2swf some very basic flashlite movies,
and they end up as flash v6.
However, when using the low-level syntax, version=4 works fine. So, I
guess i have to use lowlevel for everything... ? it would be nicer if
the high-level syntax did export as FL4 though.
