[swfmill] [ANN] prerelease 0.2.11.9

hi peoples,

i've baked another prerelease, 0.2.11.9.

it contains steve's patches for flash8 filter support (for the lowlevel dialect) and fixedpoint fixes (thanks steve!), as well as a small fix for plain-bitmap import (see thread "(flash8) add linkage to jpg/png directly - *STILL* possible ?").
