a "Rest" is just a dumpyard for anything that swfmill doesnt "really" understand- it captures the rest of the tag data (that's why it's called Rest), and stores it for future writing. It's there to make it possible to swf2xml2swf-roundrip tags that are otherwise unknown (or feature some complex internal structures that swfmill doesnt understand (yet)).
