[swx] Syncing public services with svn

Hello all,

As there are or/and will be contributers to the services on 
swxformat.org, it would be nice if the current services online are in 
sync with the svn services folder.

At the moment they carry different services and/or different versions 
compared with svn services folder.

We could or should have issue tracker or some sort of issue system so 
people can add or patch current services. (thinking drupal would come in 
handy here). Then people with 'commit' access to the svn can maintian 
the svn and change or update 'confirmed' issue patches and sorts.

Also it would be cool if we can get a more transaprant sight on who's 
doing what on SWX. Specially who are working on the as3 version ? if 
any. We should streamline those processes i think.
